Guidance which informs managers and personnel involved in measurement, of the governing legislation and the associated requirements for measurement of streams associated with emissions from offshore installations.
Discharges of CO2 from offshore installations are governed by Phase I of the European Union Emissions Trading System (EU ETS) and currently involve CO2 emissions from combustion plant. The publication outlines the duties of the Operator in order to fulfill its legal obligations for the measuring and reporting of CO2 emissions and how to demonstrate compliance to the scheme. Also included within this guideline is the separate Oil in produced water trading scheme where operators are required to fulfill their environmental commitments with respect to oil discharges to sea.
In the future, CO2 discharges from flare systems will be incorporated into Phase II of the Trading Scheme and therefore it is expected that legislation will continue to evolve. This is also the case for legislation governing produced water discharges to sea. Therefore it is expected that this publication will be revised relatively shortly following this first issue and readers should check with the EI of the latest revision available.
