HM 32 Guide to product hydrocarbon management at petroleum product marketing and distribution terminals replaces the 1998 publication Part XVIII Petroleum Measurement Manual, Guide to product loss at marketing terminals.

The control of oil loss, both real and apparent, is a critical objective in the management of petroleum product terminals. This edition provides advice on operational and procedural measures for the control of both apparent loss (i.e. that caused by measurement errors and incorrect or inadequate accounting procedures) and physical loss at petroleum storage installations where product is received, stored and dispatched by pipeline, sea, road or rail systems.

HM 32 is an essential guide for managers, supervisors and operators, enabling them to acquire a sound understanding of the fundamental factors involved in oil measurement and the significance of each factor in the achievement of accurate measurement.

This edition has been revised throughout to bring it up to date with current technology and the new requirements for stock control for environmental purposes. It also takes account of updated standards, including health and safety procedures. In addition, it provides advice on settlement of measurement disputes in product transfer.
