This publication provides minimum requirements for the proving of positive displacement meters used in aviation fuel handling systems, specifically aircraft fuelling equipment (AFE) and AFE loading meters, which are proved by positive displacement reference meters or volumetric proving tanks. It is applicable to meters in aviation turbine fuel or aviation gasoline service.
The primary objective of the publication is to promote uniformity and consistency both in the proving of AFE meters by reference meter and volumetric proving tank and in the interpretation of results.
This third edition provides new guidance on topics including electronic meter heads, low flow overwing meter calibration and cleaning of reference devices that have been used with products other than aviation turbine fuel.
The main changes introduced by this third edition are:
− Clarification that the scope extends to AFE loading meters.
− Recommending that proving systems, calibration laboratories and service providers be accredited to ISO/IEC 17025.
− Mandating a stringent change of grade procedure for a proving tank or reference meter (and associated equipment) if there was any risk that its use in a previous product may have contained fatty acid methyl ester (FAME, e.g. diesel/biodiesel).
− Clarifying requirements and recommendations for meters fitted with an electronic register.
− Inclusion of references to ISO standards and greater alignment with the terminology that they use.
This publication has been prepared by representatives from the Energy Institute’s Aviation and Hydrocarbon Management Committees. It is intended for international use and therefore, some of the procedures contained herein differ to those specified in those parts of the EI’s Hydrocarbon Management series that are specifically intended for UK operations.
