EI Guidance on quantified human reliability analysis (QHRA) (second edition) provides introductory guidance for organisations that plan to undertake, or commission, HRAs. Compared to the first edition, the second edition has been streamlined to be more suited to the intended audience. It provides an overview of the main HRA methods and important practical considerations if attempting to integrate HRA as part of a wider assessment (e.g. layers of protection analysis (LOPA) or bow tie analysis).

This publication is intended for three main audiences:

1. Plant managers or general engineering managers, responsible for commissioning HRA studies.

2. Risk analysis practitioners or safety engineers who would benefit from an understanding of HRA and how it integrates with safety assessments.

3. Senior managers looking for a concise overview of the main issues associated with HRAs.

This publication makes no explicit reference to the requirements of legislative frameworks; however, the intent is that it should be particularly applicable to installations with major accident hazards (i.e. those subject to safety cases) that warrant robust assurance of human performance. Consequently,
its guidance should be internationally applicable provided it is read, interpreted and applied in conjunction with relevant national and local requirements.
