Guidance for UK hydrogen safety case development onshore and offshore

The good practice guidance was commissioned by the EI’s Safety Case Working Group for operators who wish to produce, transport, and store hydrogen or blended natural gas/hydrogen mixtures. The guidance was developed in response to previous research that identified uncertainties and gaps in relation to current key legislation and coverage for hydrogen applications and aims to ensure that these activities are performed in compliance with relevant legislation, associated standards, and good practice guidelines. The guidance encompasses both onshore and offshore scenarios and includes coverage of environmental protection.
The guidance provides a high-level overview of the scope and duties required under the UK/EU safety legislations and offers guidance to relevant parties looking to follow best practice and meet regulatory compliance in hydrogen facilities and transport endeavours. The guidance follows on from an initial gap analysis research report that was published in 2022, titled "Review of directives/regulations relevant to the safe and environmentally compliant production, transportation and storage of hydrogen.
