The purpose of this document is to promote consistency in Petroleum Enforcement Authorities (PEAs) when deciding whether to grant a petroleum storage certificate under the Petroleum (Consolidation) Regulations 2014 (PCR).  This will enable PEAs to comply with the Local Authority Enforcement Code, a principles based framework that focuses regulatory resources on the basis of risk.
