This first edition guidance was commissioned by the EI Process Safety Committee to meet an industry need to provide focussed guidance on safe reinstatement of plant.  In recent years UK offshore release statistics have shown that a disproportionate number of releases can be traced back to the flawed planning and implementation of plant reinstatement. Such flaws reveal themselves as releases on plant start up or else remain undiscovered only to be triggered some time later during normal operation. Plant reinstatement is also considered as an incident hotspot in downstream operations in the energy and, more broadly, the UK major hazards sector. This guidance is believed to have wide applicability across the worldwide major hazards sector from those workers on frontline operations right through to senior facility managers.
